PP ini merupakan perubahan kedua atas PP Nomor 43 Tahun 2014.P Peraturantersebut mengatur pelaksanaan Undang-Undang (UU) Nomor 6 Tahun 2014 tentang Desa.
Gaji Kepala Desa
Dalam PP Nomor 11 Tahun 2019 tentang Perubahan Kedua atas Peraturan Pemerintah Nomor 43 Tahun 2014 tentang Peraturan Pelaksanaan Undang-Undang Nomor 6 Tahun 2014 tentang Desa, terdapat aturan mengenai gaji kepala desa.
Pada pasal 81 ayat 2(a) tertulis besaran gaji yang diterima kepala desa, yakni sebesar Rp2.426.640 atau setara 120 persen dari gaji pokok Pegawai Negeri Sipil (PNS) golongan II/a.
“Besaran penghasilan tetap kepala desa paling sedikit Rp2.426.640 setara 120% dari gaji pokok Pegawai Negeri Sipil golongan ruang II/a,” demikian bunyi peraturan tersebut.
Gaji tetap kepala desa dan perangkat desa masuk dalam APBDesa yang bersumber dari alokasi dana desa.
Tunjangan Kepala Desa
Berdasarkan PP yang sama, Pasal 100 mengatur mengenai tunjangan kepala desa.
Tunjangan tersebut bergantung pada pengelolaan dana desa yang ditetapkan dalam APBDesa.
Ketentuannya, paling sedikit 70 persen dana digunakan untuk belanja desa, sementara 30 persen dialokasikan untuk gaji dan tunjangan kepala desa, sekretaris desa, serta perangkat desa lainnya.
“Paling banyak 30% dari jumlah anggaran belanja desa untuk mendanai penghasilan tetap dan tunjangan kepala desa, sekretaris desa, dan perangkat desa lainnya, dan tunjangan dan operasional badan permusyawaratan desa,” dikutip dari pasal 100 ayat 1(b).
Kepala desa juga mendapatkan jaminan sosial di bidang kesehatan dan ketenagakerjaan, sebagaimana UU RI Nomor 3 Tahun 2024 tentang Perubahan kedua atas Undang-Undangan Nomor 6 Tahun 2024 tentang Desa pasal 26 ayat 3 dijelaskan mengenai jaminan sosial yang diterima kepala desa.
“Menerima penghasilan tetap setiap bulan, tunjangan, dan penerimaan lainnya yang sah serta mendapat jaminan sosial di bidang kesehatan dan ketenagakerjaan,” demikian bunyi peraturan tersebut.
Selain itu, kepala desa juga mendapatkan tunjangan purnatugas satu kali di akhir masa jabatan sesuai kemampuan keuangan desa.
Itulah besaran gaji kepala desa yang diterima, yakni sebesar Rp2.426.640.
Sementara untuk tunjangan ketentuannya adalah 30 persen dari jumlah anggaran belanja desa.
Kepala desa juga mendapatkan jaminan sosial di bidang kesehatan, ketenagakerjaan, dan tunjangan purna tugas sebanyak satu kali pada akhir masa jabatannya.
