Sulut – XposeTV. Diduga rawan penyimpangan. Lembaga Swadaya Masyarakat (LSM) Independen Nasionalis Anti Korupsi (INAKOR) Sulawesi Utara melaporkan proyek strategis Pembangunan Sistem Penyediaan Air Minum (SPAM) senilai Rp24,9 miliar ke Polda Sulawesi Utara pada Jumat (12/4/2024). Proyek yang didanai APBD Kota Manado Tahun 2024 ini diduga rawan penyimpangan dan berpotensi merugikan keuangan negara.
Lokasi proyek SPAM berada di Desa Lotta, Kecamatan Pineleng, Kabupaten Minahasa, dengan kontraktor pelaksana PT Duta Tunggal Jaya (DTJ) asal Ternate, Maluku Utara, serta berada dalam pengawasan Kejaksaan Negeri Manado.
INAKOR, investigasi lapangan menemukan sejumlah kejanggalan, termasuk pipa induk yang belum terpasang sempurna, deviasi pekerjaan, hingga keluhan warga terkait kerusakan akses jalan akibat penggalian proyek.
Ketua INAKOR Sulut, Rolly Wenas, menyatakan, “Hasil investigasi kami menunjukkan indikasi pemborosan anggaran. Salah satu pipa induk masih terputus dan ditutup sekat, sementara air dialirkan dengan menyambungkan pipa baru ke pipa lama. Ini tidak efisien dan menimbulkan pertanyaan serius.

Wenas juga mengungkapkan bahwa deviasi bobot pekerjaan menyebabkan keterlambatan progres proyek, yang seharusnya selesai akhir tahun anggaran 2024. “Banyak pipa masih menumpuk di lokasi dan tidak terpasang. Jika tidak ada masalah, proyek ini seharusnya sudah berfungsi tepat waktu,” tegasnya.
INAKOR menduga adanya persekongkolan dalam tahap perencanaan dan pelaksanaan proyek. “Kami telah menyertakan bukti lapangan dalam laporan ini dan siap dimintai keterangan lebih lanjut,” tambah Wenas.
Proyek SPAM ini termasuk dalam program strategis daerah untuk meningkatkan akses air bersih di Manado. Namun, temuan INAKOR justru menyoroti risiko inefisiensi dan dugaan korupsi. Masyarakat setempat pun mengeluhkan kerusakan jalan akibat penggalian proyek yang mengganggu aktivitas sehari-hari.
Hingga berita ini diturunkan, pihak Kepolisian Polda Sulawesi Utara belum memberikan tanggapan resmi. PT Duta Tunggal Jaya dan Kejaksaan Negeri Manado juga belum menyampaikan klarifikasi terkait temuan tersebut. INAKOR mendesak aparat penegak hukum segera menindaklanjuti laporan untuk mencegah kerugian negara lebih besar.**(JS).

Today, I went to the beachfront with my kids.
