XPOSE TV//Pontianak, Kalimantan Barat – Dinas PUPR Kalbar paksa lanjutkan proyek Waterfront Sambas II, lama tak terdengar kabar perkembangan kasus dugaan korupsi waterfront sambas tahap II melalui lelang e-Katalog yang di hentikan oleh PPK Bidang Cipta Karya Dinas PUPR Kalbar Hardian atas perintah atasannya setelah Mantan Gubernur Kalbar Sutarmidji saat acara peresmian rumah melayu Sambas menyatakan ketidaksetujuannya menggunakan lelang e-Katalog dalam proyek Waterfront Sambas tahap II. Minggu (18/8/24).
Tim media Online terus menelusuri perkembangan kasus waterfront Sambas tahap II yang Pembangunannya menggunakan Dana Pinjaman KMK dari Bank Kalbar kurang lebih senilai 30 % Rp. 4.800.000.000,- (Empat milyar delapan ratus juta rupiah) dari 4 paket yang di e-katalog, akan tetapi proyek tersebut bermasalah dan dihentikan pekerjaannya.
Namun fihak Pelaksana penyedia jasa , direktur perusahaan ,Ir. (N C) dan inisial (EJK) beserta Rekan kerja Proyek inisial (T) yang diketahui keluarga dari Mantan Gubernur Kalimantan Barat sudah terlanjur meminjam dana KMK dan KUR dari Bank Kalbar untuk 4 paket proyek yang dimenangkannya yang bersumber dari APBD Provinsi Kalimantan Barat (Kalbar) tahun anggaran 2023 yaitu:
1. Lanjutan renovasi waterfront Sambas tahap II lelang e-katalog tahun 2023 (CV. Tanjung Anteba) pagu Rp. 12.000.000.000,- (Dua belas milyar rupiah).
2. Renovasi pembangunan gedung kantor Sambas Lelang e-katalog tahun 2023 ( CV .Tanjung Anteba ) pagu Rp. 1.500.000.000,- (Satu milyar lima ratus juta rupiah).
3. Pembangunan pagar panti jompo dinas sosial prov Kalbar lelang e-katalog (CV ,Tanjung Anteba) pagu Rp.700.000.000,- (Tujuh ratus juta rupiah).
4. Renovasi asrama Rahadi Osman Kalbar di bandung lelang e-katalog tahun 2023 (CV. Rifqi Agung Perkasa) pagu Rp. 4.500.000.000,- (Empat milyar lima ratus juta rupiah).
Proyek Waterfront Sambas tahap 1 dan tahap 2 yang kini terbengkalai tersebut terus menjadi sorotan publik dan penuh tanda tanya ??? hingga sekarang karena belum usai kasus korupsi waterfront Sambas tahap I di proses hukum di kejati Kalbar pada tahun 2023 lalu itu ,diam diam Dinas PUPR provinsi Kalimantan Barat telah melakukan lelang e-katalog dan telah memberikan persetujuan terhadap CV Tanjung Anteba depan Direktur (Ir.NC) dan pelaksana (EJK)serta rekan proyek (T) melaksanakan proyek di lokasi yang masih dalam Police Line fihak Kejaksaan.
Proyek waterfront Sambas tahap II ini diduga ada indikasi pengaturan proyek serta adanya dugaan permufakatan jahat, antara oknum ASN di Dinas PUPR Kalbar dalam hal ini KPA kuasa pengguna anggaran dan Pejabat Pembuat Komitmen ( PPK) dengan fihak penyedia jasa CV Tanjung Anteba untuk 3 paket pekerjaan maupun CV Rifqi Agung perkasa untuk 1 paket pekerjaan yang menggunakan sistem lelang e-katalog , dari hasil penulusuran tim investigasi ternyata sistem lelang e-katalog yang di gunakan masih off line dan etalase yang di tampilkan di LPSE e-katalog diduga hasil rekayasa oleh oknum ASN dan penyedia jasa ,
Tim investigasi media online di lapangan tepat lokasi pekerjaan waterfront Sambas tahap II di dalam pelaksanaannya proyek waterfront tahap II di duga pemasangan turap beton di depan kraton Sambas juga menuai masalah karena turap beton (spunfile) yang digunakan merupakan BB Barang Bukti Kejaksaan Tinggi dalam pekerjaan waterfront tahap 1 yang masih bermasalah hukum saat itu. Kini menjelang Pilkada fihak Dinas PUPR Kalbar ngotot akan membangun kembali Proyek waterfront sambas tahap II tersebut dengan meminta pendampingan dari Kejati Kalbar.
Diduga tidak transparansi dan terkesan melindungi perbuatan pelaksana terhadap adanya dugaan pemufakatan jahat terhadap kegiatan ini juga sudah di arahkan oleh fihak Dinas PUPR Kalbar apabila pekerjaan waterfront sambas ini dilanjutkan oleh pelaksana yang tersandung KMK di bank kalbar .
Dinas PUPR Kalbar di sisa waktu 4 bulan tahun anggaran 2024 di dapati informasi akan melakukan Legal Opinion (LO) kepada APH Assiten Perdata dan Tata Usaha Negara Kejati Kalbar selaku Jaksa Pengacara Negara untuk pendampingan namun hal ini dapat di pertimbangkan secara matang agar melakukan untuk menggelar expose di depan assiten Tindak Pidana Khusus (Aspidsus) Kejati Kalbar.
Apakah bisa di lanjutkan atau tidak ??? Apakah sudah benar benar bisa dapat di lakukan persiapan pelaksanaan melanjutkan Pembangunan Waterfront Sambas tahap II , Langkah Dinas PUPR Kalbar sampai saat ini terkesan menutupi kejadian yang di duga adanya pemufakatan jahat antara oknum ASN dan penyedia jasa , patut di curigai memiliki motif tertentu untuk melindungi adanya dugaan tindak Pidana ,hal ini sangat tidak dibenarkan di dalam penanganan masalah proyek Pemerintah.
Tim media online melakukan investigasi kepada sejumlah penyedia Jasa Konsultan juga di Kalbar hal yang dapat diprediksi bahwa tidak akan ada peserta penyedia jasa konsultasi dalam melanjutkan pembangunan waterfront sambas tahap II tersebut sebelum ada titik terang atas kepastian hukum ,setelah beberapa fihak yang sudah dipenjara karena masalah sebelumnya ,yaitu waterfront Sambas tahap I , fihak Kejati Kalbar juga diminta harus bisa melakukan gelar ekspose untuk menghindari terjadinya (conplik of interest).
maupun ada nya dugaan. kepentingan pribadi atau golongan / kelompok dalam pembangunan waterfront sambas tahap II ini.
Tentunya fihak Kejati Kalbar mendapat apresiasi yang sangat tinggi dari masyarakat Kalbar karena tidak terkesan menjadi pelindung proyek waterfront Sambas tahap II apabila muncul masalah di kemudian hari tim Media Online Kalbar berharap agar fihak Kejati Kalbar untuk terus melanjutkan proses penyelidikan kasus lelang E-katalog waterfront sambas tahap II agar fihak Kejati Kalbar dapat bertindak secara profesional didalam penegakan hukum.
